- removes changes for npc runners (bad patch),
- for quest: fixed problem of missing nearby quests
SPAWNS:
- updated ishalgen spawns
- reparsed motion_types (this should solve some Npe on console)

- reparsed npc_templates.xml with retail stats, level, exp, hp (//TODO test it)
DROPS:
- Reparsed retail npc drops (now all spawns have retail drops).
- Modified some global drop rules for being calculated only if retail npcDrop is null
- Modified some global drop rules by decreasing some % (Now there are retail drops defined)
- updated //dropinfo command.
